How to be come an effective speaker?

Practice and practice. At every opportunity, jump to your feet and speak! No but seriously, I had a presentation to write and deliver for every darned module of the degree I just finished and I really do not like to get up and speak in front of lots of people. The only way to conquer the fear is to keep doing it.

Another thing I would say is know your subject inside out. If you are confident that you would be able to answer any questions thrown your way, your talk/lecture/speech will come across much better.

Also, try to find out who your target audience is. There is no point in giving a highly technical talk about propulsion systems in modern jet fighters to a group of high school kids. Make sure that the level of language, formality, length of sentences etc fits the group of people who will be listening to you.
Confidence will come but I am afraid it will take time, effort, planning and guts to get it. Good luck!

Then to deliver it imagine everyone is in their underwear and stay relaxed during delivery.
However, if you are passionate about the subject matter the students or whoever you are delivering message too will feel your passion on the subject. It is contagious.
They will learn the subject also and enjoy listening to you..
This might be a long answer to a short questions, but here I go. When I was an undergrad I was a terrible speaker-- I was not shy, and I could answer questions in class, but when it came to standing up in the front and giving a speech, I couldn't do it. I literally passed out once giving a speech on Zora Neale Hurston. I thought the answer was to prepare, prepare, prepare (memorize my speech, etc), but that never worked. Then, one day I gave a speech about the relation of lonliness and outsider status in "The Awakening" and "Passing", and it was really good. The secret? I knew my subject inside and out, and I didn't give a speech, per se, I just talked with some organization. I smiled, I looked at my audience, and I really wanted them to believe what I said. I now teach English at a major university. I sometimes talk for hours at a time (when I can't help it) with just a couple of notes. I still get scared sometimes, and I still have my moments when I forget things, but I have a sense of humor about it, and I just have a conversation with my students. So, to be an effective speaker I would say be passionate about your subject, don't give a speech, just talk about what you love, smile (make jokes if you're funny), relax, and most importantly, believe what you are saying.
