It all depends on who that teacher is teaching. Is that teacher teaching adults who know English but need to speak it better? If so, then I would think choice 2. Is it a teacher who teaches children English as a second language? Then I would think choice 1. Is that teacher teaching English to German students that live in France? If so, then choice 3.
A teacher needs to be able to relate to his/her students. If the students speak French fluently but the teacher does not, then this teacher can't relate to the students and would have a difficult time teaching.
I would say the third choice ( one that knows German and can learn other languages.) One thing that makes every teacher great is how they can relate to their students. A teacher who is in the same position as you and has to learn a new language (French) will understand how the students feel like to.
