It depends where are you going and from where. City center is well served by public transport and is a nightmare for private cars. Don't use taxis unless you are rich. Biking can be nice but beware because you have to ride in the street with the cars(so they are not so popular). Motorbikes and mopeds are widely used to avoid the traffic.
