I think it's because it's still relatively new, and it's kind of awkward because the nineteen and eighteen, etc. seem to flow, since we're used to them. I've actually heard people say twenty-o-seven or, more commonly, just o-seven... we said ninety-eight, so why not o-seven?

Because you don't say 'ten oh seven' instead of 'one-thousand seven". Some people say it, but usually not for the start of the millenium, I suppose. I would probably say that I'm gradutating in 'twenty twelve' rather than 'two-thousand twelve', but I'll see when I get there.
Gonna go with.. it sounds better as "two thousand seven." which is interesting, cuz when people say 2010, they say "twenty ten" not "two thousdand ten" hmm...
i think because the majority of the people alive now are from the previous century..when we say '07 we still think 1907...the term twent-o-seven just sounds apprapo (??)...years from now the term '07 will be cool because no body will compare it to the previous century...when the years are from 10 to 19 we use the entire 4 digit term until we get to the 20s..i think..any how...in years it will come around...beam me up apollo
When you say "twenty oh seven," you end up pronouncing two vowel sounds in succession (the "y" from twenty, and the "oh"). That's not a comfortable sort of phrasing in English, so we say two-thousand seven.
