Effects on people:
To me it seems that people are naturally attracted to water. Recreational areas will probably surround the lake or will be in the middle of a park. OR real estate can conquer the area with high-priced homes since they'll have a view of the lake. OR if nobody claims it, factories needing water will build around the lake; drying out the lake or dumping pollution.
Effects on neighborhood: (positive)
People won't have to go all the way to the sea just to see a large mass of water. Picnic areas will probably go around it; also offering camping opportunities.
(negative)
Tourists will come flocking, bringing noise pollution and unwanted meddlers. A quiet town would probably be out of the question unless somehow the lake is isolated. New breeds of plants, animals, and insects will begin on or near the lake (positive or negative or both)
Effects on building:
The longevity and strength of a building's foundation will probably be taken into consideration - especially if the building is near the lake. Water eroding away the dirt around it needs to be taken into consideration also. Humidity might be present due to the large mass of water.

Lake effect snow in the winter.
Lake can smell in early spring and summer. Also can attract lots of people to the area, wanted and unwanted.
i would imagine it would increase the property value of your home.
mosquitos and other such insects lay their eggs in bodies of water that remain for any longer than 2 days, so anybody who lives anywhere near a lake or pond gets TONS of mosquitos at night.
