Who first used identification cards?

It all started with an identification rock. Each tribal member had a rock or precious stone from their own geographic region enabling one to tell another by the land, or rock, of origin. Free trade resulted when these ID rocks were bartered due to its beauty or differential shape, but members always carried their tribal 'marker stone' usually around their neck.

you know i really dont know who first used identification cards but my best guess would be the military ,but i,m sure other people can come up with the right answers.

I can't find anything more specific other than countries such as Hong Kong, Malaysia, South Africa and most of Europe started using identification cards well before the US started considering it after 09/11/01.
