I normally don't Google things just to find answers, but this one intrigued me.
I guess tobacco enemas were given back in the 19th century in order to revive people who were presumed dead, had drowned or were unconscious.
The phrase today means that someone is trying to get a reaction out of you. So, I guess that explains it.

You could be "blowing smoke..." with this question, yourself. I don't know its origin, but it means putting one over on somebody...teasing a person a lot...letting them believe something that's not true, until you crack up laughing and say that little phrase you're asking about, which further succeeds in making them feel confused/crummy/mad, etc. Or like laughing with you.
