well, since it's locked and chained, i wouldn't try to open it since i know it would probably be a federal offense. i would probably take it to the police office.

and you have to look at the possibility that it had been stolen by a third party who screwed up and lost it, so you know that if they wanted it bad enough to cut it off of a feds arm to begin with they are going to be looking for it also, they also would have the resources to find it.
