All I can find out is that a Haitian king, Henri Christophe, built a couple of places and one was the fort called Citadelle Laferriere... he was a tyrant who ended out living in the fort till 1820 when he killed himself as his rule slipped.
I'll guess that a garrison of Haitian soldiers or police live there now.
Though it could be a new dictator... wish I knew for sure.
