The site I have given you has a nice picture of the Leaning Tower of Pisa. I would try to replicate the look using styrofoam for the insie, and popsicle sticks for the pillars. If you paint them with white enamel you pay be able to reproduce the white plaster look of the real tower. Or perhaps get a real plaster look using plaster of paris and a mold.

make yourself a pizza pile...out of the smallest pizzas...take a bite out of the bottom of the pile of pizza...and voilla... you have yourself a leaning tower of pizza :D
