Probably in 2010. I know that in 1907 they would have said nineteen oh seven. But it doesn't sound the same saying twenty oh seven. It is two zeroes and confusing. So, my guess is twenty ten is when we will begin abbreviating the number value.

There is no real wrong way to say the current year in which we all live in. Its like how Americans put the date as 03/13/2007 (Month, Day, Year) where as other countries place it as 2007/03/13 (Year, Month, Day) Again both methods are correct forms of showing todays date.

You could say twenty-oh-seven, but I think that sounds rather awkward and could be confused with 27 instead of 2007 .
In my opinion it will be when and if we reach 2020. We can say twenty ten 2010 but when it gets to 2011, I think it's easier to say two thousand and eleven than twenty eleven and it sounds better, but hey that's just my opinion. I guess it all depends on how easy or hard it is for you.
