Question:me and my cousin were having an argument as to whether fug is a curse word or not

Fug is like "Fudge" or "Frick". It's a substitutes for the "F Word", so if you consider substitutes to be poor profanity cover-ups then yes, if not, no.

It really isn't a real word, as you and your cousin well know. You are using it in place of a true curse word.

I suppose if you stress the "g" ending instead of the "ck" it would be OK, but people will know you're trying to cleverly get away with cursing; so they might still perceive you both as vulgar.
