Should I put comma after the words "successfully developed" in this sentence?

Ladies and Gentlemen, for your information, this OSS program is not only developed in Banda Aceh but also in some other regencies /municipalities in Indonesia. Through this PROMIS project implemented by TAF, 15 OSS have been successfully developed, out of the targeted 30 OSS by 2008.

I don't know what an OSS is, but if I would use another work like cars, I would say: "15 cars have been successfully developed out of the targeted 30." I was taught that you only use a comma if you are going to pause at that point during reading it.
