Tissues will dissolve in water but they don't break if you through them.
it is a Tissue indeed.. though it is elastic enough to escape from breaking on a free fall, it does disintegrate (or break as the asker meant) into pieces when it is put in salt water for longer durations.
PS: I dont think tissue is completely soluble in hard water. Hence logically speaking, it can only break or disintegrate.
