It means "unpleasant and scornful." It can be used instead of the word "bitchy" (e.g. Peter said we couldn't go to the movies without giving any explanation as to why not. We all agreed that he was just being snarky, so we went without him.)
My dad uses this as a replacement for "rude".
Snarky is when a person speaks in a nasty, snobby, or sarcastic way.
