I think that phrase is from the movie "Casablanca", so it may have been in use back in the 40's. You don't hear it much now.
Back in the 1920's maybe. Or, a person may say it light heartedly today. It's from Casablanca and that's an extremely popular movie. "All the gin joints in the world and she had to walk into mine."
I doubt anyone uses that phrase anymore (unless they were doing a Humphrey Bogart impression)

'Joint' is an old American slang term for a building or house used around the time of Prohibition when gangsters made millions distilling and sellling 'bathtub gin' to thirsty Americans denied legal access to proper proprietary products such as Gordon's.
It seems a bit affected to use it use it now, but then 'cool' as an expression of approval is now (over) used sincerely whereas only about fifteen years ago in Britain at least, it was less common and meant ironically.
'Gin joint' is less embarrassing than 'cool' and is certainly less common, so less of a boring cliché.
