Can a non-animated TV series also be considered a cartoon?

Question:My dad and I are having a debate on what is and is not considered a cartoon. for example my dad thinks tv shows like Fresh Prince of Bel-Air or The Cosby Show are both cartoons. I looked on answers.com for the definition of the word cartoon, and most of the definitions were related to drawing or sketches. but one definition stated the definiton of a cartoon as "a ridiculously oversimplified or stereotypical representation." the sample sentence was "....criticized the actor's portrayal of Jefferson as a historically inaccurate cartoon." please give me your opinions so i can lay this debate to rest. feel free to do more research on the word cartoon, like where the word itself came from. All answers are appreciated.
