I have never heard the expression and suggest that it was invented by the author presumably intended to have a crude reference to Arthur's ability to remove the sword from the stone and by implication perform the converse with a seemingly unwilling woman.
The common expression is for so,eone to hqve the King Midas Touch, meaning every enterprise he undertakes turns to gold, therefore a success. The King Arthur Touch is not a comon expression and the previous anszwr sounds most probable.
I agree with the others that "the King Arthur touch" is not a common phrase. But, I disagree with their interpretation of its use in this scene.

King Arthur married a younger woman named Guinevere. The two do not meet until their wedding day. In the opening of the story Guinevere, is worried about her impending marriage and is actually trying to run away. Arthur is also worried and hiding in a tree thinking. This where they meet for the first time. Arthur figures out the lady running away is Guinevere before she figures out he is King Arthur. To make a long story short, King Arthur eventually convinces Guinevere to marry him and treats her with gentle kindness until she finally falls in love with him. Later, he exemplifies a similar forbearance towards Guinevere when she falls in love with the young Sir Lancelot and the two of them get caught in a comprising situation where the penalty would mean death for Guinevere.

I think the author in the scene you have described is using sarcasm to describe his treatment of the woman. For literary effect, the author is deliberately pointing to the exact opposite example of this man's behavior by describing the man's actions as "the King Arthur touch". The author's intent is to make it clear this man is treating the woman in a way that is as far from "the King Arthur touch" as is possible.
